Definition of Disaster Recovery
Recovery in disasters is the phase including, but not limited to, rebuilding infrastructure systems; providing adequate interim and long-term housing for survivors; restoring health, social, and community services; promoting economic development; and restoring natural and cultural resources. Long-term recovery may continue for months or years. It addresses rebuilding or relocating damaged or destroyed social, economic, natural, and built environments and involves a move to self-sufficiency, sustainability, and resilience.

Business Mentoring
Small Business Development Centers (SBDCs): Universities, colleges, and local economic development organizations partner with the U.S. Small Business Administration to provide educational services to small business owners and prospective entrepreneurs through SBDCs. SBDCs assist small businesses with financial, marketing, production, organization, engineering and technical problems and feasibility studies, and may also offer other services.

The construction-related recovery activities category encompasses a full range of construction work to repair, rehabilitate, or reconstruct properties damaged or destroyed by a disaster event, as well as training and property management.

Disaster Case Management | Top of Page
In disaster case management, a disaster case manager works with an individual or family to plan and work toward recovery and serves as a coordinator of services and resources for the client. This may involve a range of services and resources from health and mental health to financial and housing counseling and housing placement, job retraining, etc. In a continuity of care approach to disaster case management, a case manager stays with a client through recovery, though turnover of case managers and shortened programs due to shortages of funding and other reasons often occurs.

Health, Mental Health & Spiritual Care | Top of Page
Disaster events create the need for healthcare services and often exacerbate the need for mental health and spiritual care. Stress on individuals increases. Post-traumatic stress syndrome and post-traumatic stress disorder often become symptomatic a while after an event. Increased domestic violence may also occur.
Mental Health
Mental health services are provided by trained and generally licensed professionals. Services may include, but are not limited to, family support programs and counseling for post-traumatic stress syndrome & disorder and related diagnoses, mental/behavior health services for the elderly and special needs populations, domestic violence prevention and counseling services.

A disaster can damage historic properties, environmentally sensitive areas, forests, and parks and recreation structures just as it can damage homes and businesses. Often restoration is managed by nonprofit organizations with limited resources. No NVOAD national member organizations currently perform these functions.
